DEVELOPMENT OF VIETNAMESE POPULATION MANAGEMENT SYSTEM IN HAI PHONG CITY
A Hungarian consortium led by Pont Systems won the project to digitize the population registration data of Hai Phong, a city with a population of nearly 2 million. The basis of the Vietnamese population registration system was paper-based documents located at local police stations under the control of the Ministry of Public Security. Several consortia applied for the tied aid loan program, which is also supported by the European Union, to provide a solution to the gap that meets local needs based on Western experiences. In the winning bid, our consortium undertook to modernize the current paper-based population registration system and deliver a competitive solution to the client, which is up-to-date in terms of technology and technology.

Projekt goals
The main goal of the project is to build an electronic system that handles the previously mentioned changes, approval processes, or even central queries related to personal data and address. In addition to the development of electronic processes, the scope of the project includes the digitization of population data and the creation of the initial state.

Main tasks
• Building renovation and hardware installation works as well as procurement and commissioning of additional equipment, procurement of necessary hardware and related licenses, commissioning and installation of software for two data centers (Hanoi and Hai Phong) and more than 750 workstations;
• Developments to be implemented at police stations (224 units): establishment of the appropriate infrastructure;
• Software development: design and implementation of population registration software based on Hungarian knowledge and modern technologies, meeting Vietnamese needs;
• Data collection and digitization: collection and recording of Hai Phong city population data using software developed for this purpose (200 data recorders);
• Knowledge transfer: training of users in Hungary and Vietnam, and operation of the system (hardware and software) for three years.

Project results
The 10 million euro pilot project is being implemented with more than 50 percent Hungarian supplier participation. Upon completion of the pilot project, the system developed in Hai Phong was integrated into the national population registration system to be developed.
